China announces new crackdown on fentanyl in win for US President Trump


The new laws are likely to be interpreted as win for US President Donald Trump, who has taken a strong stance against fentanyl and was full of praise for China in December 2018 when President Xi Jinping first agreed to the move.

“This could be a game changer on what is considered to be the worst and most dangerous, addictive and deadly substance of them all,” Trump posted on Twitter at the time.

An extremely powerful synthetic drug, fentanyl is 50 to 100 times more potent than morphine and 30 to 50 times more potent than heroin.

According to the US Center for Disease Control and Prevention, fentanyl was used in one in four overdose deaths in the US in 2018, killing just over 18,000 people in one year and overtaking heroin and oxycodone as the country’s most deadly drug.

Fentanyl is the deadliest drug in America, CDC confirms

On Monday, China’s Ministry of Public Security, National Health Commission and the National Medical Products Administration came together to make the announcement at a press conference in Beijing.

Liu Yuejin, deputy head of China’s National Narcotics Control Commission, called the move a “major innovative measure” in the country’s contribution to the global war on drugs.

The top anti-narcotics official said the new regulation would prevent drug labs from evading the law by simply tweaking chemical structures of their products.

Liu stressed that China would enforce its laws “even more comprehensively” after the latest announcement and “bring violators to justice without mercy.”

US opioid crisis

China banned the manufacture and sale of four types of fentanyl in March 2017 and later expanded the list to 25 types, but the Trump administration had been pushing for a wider ban to slow the flow of the deadly drug into the US.

In August 2018, Trump accused China of being behind the US’ opioid crisis, claiming fentanyl was “pouring into the US postal system.” In October, Trump signed into law sweeping legislation to curb the epidemic, pouring billions of dollars of funding into treatment and prevention.

Chinese authorities have long stressed their close cooperation with US partners to crack down on the shipping of fentanyl, including the installation of thousands of security check machines.

On Monday, Liu denied Washington’s accusation that China was the primary source for fentanyl substances in the US, pointing a finger at US domestic issues ranging from over-prescription of painkillers to the powerful pharmaceutical lobby.

“I think if the US really wants to resolve its fentanyl problem, it must strengthen its domestic measures,” he said. “The US especially needs to strengthen its anti-drug education to reduce the demand for fentanyl … instead of blindly blaming other countries.”

The Chinese official expressed “regret” over recent US indictments on several Chinese nationals for their roles in distributing fentanyl in the US, calling such unilateral moves “harmful to a cooperative atmosphere.”

Beijing first agreed to make all variations of fentanyl a controlled substance during trade talks between Trump and Xi in early December on the sidelines of the G20 summit in Argentina.

The primary purpose of the meeting was to avoid further escalations in the raging trade war between Washington and Beijing, which has seen billions of dollars of tariffs placed on US and Chinese goods.

The announcement of a starting date for the new laws comes amid ongoing trade talks between the two countries, which have raised hopes of a potential deal to lift tariffs and ease tensions. Chinese officials declined to link the two issues at Monday’s press conference.

Trump and Xi are expected to meet again to sign an eventual agreement in the coming months.

Bei den landesweiten Kommunalwahlen in der Türkei waren alle Augen auf die Millionenmetropolen Istanbul und Ankara gerichtet, die seit Jahren von der AKP regiert werden. Nach Auszählung fast aller Stimmen lag Mansur Yavas von der Oppositionspartei CHP mit 50,9 Prozent fast vier Punkte vor dem Kandidaten der AKP.

Knapp fällt das Ergebnis in der Wirtschaftsmetropole Istanbul aus: Hier kommt der AKP-Kandidat Binali Yildirim TV-Sendern zufolge nur auf einen Vorsprung von 4000 Stimmen – bei insgesamt acht Millionen abgegebenen Wahlzetteln. Sowohl AKP als auch die Opposition reklamierten den Sieg für sich. Erdogan sagte in Ankara vor Anhängern: «Auch wenn unsere Leute das Bürgermeisteramt verloren haben, haben sie die Stadtviertel an die AK-Partei gegeben.» Die Partei werde falls nötig das Ergebnis anfechten.

Frage des Überlebens

Sollte die Regierungspartei in Istanbul hinter der Opposition bleiben, wäre das eine herbe symbolische Niederlage. In der Stadt am Bosporus hatte Erdogan in den 1990er Jahren als Bürgermeister seine politische Karriere begonnen. Erdogan sagte, seine Regierung werde sich nun auf die Umsetzung eines starken Programms für die Wirtschaft konzentrieren. Der Präsident hat die Wahlen zuvor als Frage des Überlebens für sein Land bezeichnet.

Landesweit blieb die AKP mit zunächst rund 45 Prozent aller ausgezählten Stimmen die stärkste Partei. Die Wahlbehörde YSK hatte um kurz nach 23 Uhr Ortszeit aufgehört, Wahlergebnisse zu veröffentlichen. Da waren gerade mal 91 Prozent der Stimmen ausgezählt. Ob sie die Resultate am Montag nachliefern will, blieb zunächst unklar.

Bei einer Rede vom Balkon des AKP-Hauptquartiers vermied es Erdogan, die Niederlage seiner Partei in Ankara einzugestehen oder sich klar zum Wahlergebnis in Istanbul zu äussern. Stattdessen betonte der AKP-Vorsitzende, dass seine Partei im Bündnis mit der ultrarechten MHP landesweit 56 Prozent der Rathäuser erobert habe. Auch in Istanbul habe sie die Mehrheit der Bezirke gewonnen, sagte Erdogan.

Klarer CHP-Sieg in Izmir

In der drittgrössten türkischen Stadt Izmir stand die CHP dagegen vor einem klaren Sieg. Wie bei früheren Wahlen gingen praktisch alle Küstenprovinzen im Westen an die linksnationalistische Partei, während Zentralanatolien mehrheitlich an die AKP fiel. Die prokurdische HDP stand ihrerseits vor einem Sieg in mehrheitlich kurdischen Provinzen wie Diyarbakir, Mardin und Hakkari im Südosten sowie Van und Kars im Osten.

Der Wahlkampf war von Beobachtern als einer der schmutzigsten der vergangenen Jahre beschrieben worden. Erdogan hatte die Wahl zur Frage des «nationalen Überlebens» angesichts der Bedrohung durch innere und äussere Feinde erklärt. Obwohl Erdogan selbst nicht zur Wahl stand, hielt er binnen zwei Monaten mehr als hundert Kundgebungen und machte so den Urnengang auch zu einer Abstimmung über seine eigene Politik.

Dabei war die Wirtschaftslage nicht günstig für die AKP: Erstmals seit zehn Jahren ist die Türkei in die Rezession gerutscht, die Inflation liegt bei 20 Prozent und kurz vor der Wahl sorgten starke Schwankungen der Währung für zusätzliche Nervosität in Ankara. «Die Wirtschaft läuft schrecklich, sie ist erledigt», sagt der Wähler Hüsnü Acar bei der Stimmabgabe in Istanbul. Nicht die Türkei, sondern die AKP habe «ein Überlebensproblem».

BEIJING (Reuters) – China’s manufacturing sector unexpectedly returned to growth for the first time in four months in March, in a sign that government stimulus measures may be slowly gaining traction, a private business survey showed on Monday.

But growth in new domestic and exports orders was marginal, suggesting the economy will remain under pressure in coming months and will likely require more policy support before it can convincingly stabilize.

The Caixin/Markit Manufacturing Purchasing Managers’ Index (PMI) expanded at the strongest pace in eight months in March, rising to 50.8 from 49.9 in February, above the neutral 50-mark dividing expansion from contraction on a monthly basis and the highest level seen since July 2018.

Economists polled by Reuters had forecast the reading for March would stay unchanged at 49.9. The surprise expansion seen in the Caixin survey echoed that seen in the official PMI released on Sunday, which also showed factory activity defying expectations for another contraction in March.

“With a more relaxed financing environment, government efforts to bail out the private sector and positive progress in Sino-U.S. trade talks, the situation across the manufacturing sector recovered in March,” Zhengsheng Zhong, director of macroeconomic analysis at CEBM Group, said in a commentary accompanying the data release.

China has made proposals in talks with the United States on a range of issues that go further than it has before, including on forced technology transfer, as the two sides work to overcome obstacles to a deal to end their protracted trade war, U.S. officials told Reuters on Wednesday.

But sources close to the talks have stressed that a deal is by no means certain, and tit-for-tat tariffs on both sides have remained in place.

Zhang noted the employment situation improved significantly in March, a trend that may ease some government and investor concerns after the unemployment rate in urban areas for February rose to the highest since early 2017.

Caixin’s findings showed factories hired workers in March for the first time in over four years, arresting a relentless spell of job shedding since October 2013. Some firms were hiring to support higher production and new business development, the release said.

New orders — an indicator of future activity — increased for the second month running, though the pace of growth was marginal. Output also grew for the second straight month.

New export orders expanded after contracting in the previous month. Though the rate of increase was fractional, Caixin said the broad trend appeared to have steadied in the first quarter.

Chinese manufacturers also signaled an improvement in pricing power in March, which could ease pressure on profit margins. Output charges edged up into expansionary territory and outpaced growth in input prices, reflecting reduced pressure from raw material costs.

“The producer price index might have risen faster year-on-year in March, and increased month-on-month, compared with a monthly decline in February,” Zhong added.

Optimism among businesses edged up to a 10-month high partly on expectations that market conditions, both at home and abroad, will improve, the statement said.

But purchasing activity declined for the third straight month, suggesting some firms remain cautious.

Economists at Nomura have forecast that China’s industrial production growth will moderate again in April and May after a brief rebound in March mainly due to last year’s low base.

This election means nothing. The real war begins on 9 M…


For those seeking the world’s saddest axiom, a gift: The more a democracy matures, the dumber its election cycles become.

Recall the United States during the 2016 presidential campaign, which was richly spiced by dick jokes, schoolyard taunts, and a fat reality TV star ripping through a field of professional (if professionally lousy) political lifers. Wherever you look these days — Canada, the United Kingdom, Kenya, Hungary, India — idea-free election campaigns have resulted in corporatist sleazebags running the show.

On one hand, there are the populist “men of the people”, who insist they’re destroying state institutions in order to vanquish elites, when what they’re actually doing is unfettering elite power. On the other hand, there are the moderates, who at their Davos meet-n-greets pretend to worry about “the rise of ethno-nationalism”, “the end of liberalism” and “the global inequality problem”, while further entrenching the elite establishment.

However you slice it, democratic governance now belongs to oligarchic dynasties backed by corporate might. Which would be fine, I guess, if any of them knew what they were doing.

They don’t.

South Africa, ever exceptional, performs this new world order like it’s amateur theatre in a budget rehab facility. The plot is the same: Feckless moderates battle lying populists in order to implement fake policies that would gain no purchase in the barren late capitalist soil. Except that in the local version, all of this happens within the ANC, written in coded language, performed by actors so heedless that they threaten to tear the country apart.

Before we get to the details, let’s scope the mise-en-scène. A drought-ridden, debt-soaked, electricity- and water-free land finds itself at the brink of an internal, not-so-clandestine-any-more civil war. In the wake of nine years of Zumocratic thieving, there are no state-owned or state-run institutions left to speak of.

If it wasn’t for the Moody’s rating agency — which appears committed to propping up the Ramaphosa administration in order to maintain a moderate bulkhead at the bottom of Africa — the country’s richly deserved downgrade to junk would be a fait accompli. Current growth forecasts are doubly bullshit, because the Eskom debacle shut off electricity for almost two weeks, resulting in another Kamikaze nose-dive into the abyss.

Everybody knows that the pool of available cash is shrinking — South Africans don’t need economists to inform them about recessions, technical or otherwise. Political assassinations are so widespread that they basically go unreported. On cue, dog-whistled warnings about foreign nationals have resulted in xenophobic outbursts in KZN and elsewhere.

The murmurs from Luthuli House suggest that these problems are “systemic”, a complex set of interlinking what-whats that can’t properly be jingle-jangled unless one takes a 30,000-foot view. Yes, there has been corruption — and yes, it remains a problem. Certainly, South Africans seem a bit upset by the whole poverty thing — the daily protests are duly noted, and duly denounced.

In general, however, life is sort of okay in an overall sense.

Nope.

The tragedy, of course, is that South Africa was better placed than any other post-colonial society to erase the legacy of the bad old days. Since the end of apartheid, South Africa has faced no external threats. (Our migrant “problem” is laughable by comparison to almost any other middle-income nation on earth. Just ask a Turk.) But the fatal, and frankly lazy, assumption that political freedom would lead to economic freedom has resulted in the wholesale destruction of state institutions, largely because stealing was the only viable, and quick, the route to upward mobility. This has in turn shut off all roads to restitutive justice — the majority of the country’s population hovers on the poverty line, receiving small payoffs from the government in order to stay alive.

At the beginning of democracy, the ANC was determined to create a party elite, while the corporate sector wanted to maintain its own hold on financial power, and those on the fringes connived to break into the economy by any means necessary. But there was only so much money to go around: These occasionally intersecting, often competing interests kicked off a spectacular arc of collusion that culminated in the mind-bending thievery of the Zuma years, where nearly everyone associated with the state and the corporate sector was on the take — including most of the so-called “reformers”.

Outside the financial sector, which is ring-fenced in order to maintain the status quo, nothing in this country works — mostly because it’s not supposed to. Take the environment, where the ANC serves as a vast whirring machine of death. Led in economic policy by Jurassic-era leaders like Gwede Mantashe, Zweli Mkhize and Enoch Godongwana, it’s impossible to imagine an organisation worse suited to environmental stewardship.

Obsessed with GDP indicators and pretend growth measures, addicted to the idea of a resource economy, the ANC is willing to exchange actual human lives for growth in the mining sector. Ignoring any innovation that didn’t emerge from Davos ’94, the party’s National Development Plan would be an environmental hit job if it was ever implemented, while the ruling party would frack the fuck out of this place if it had half the chance.

It’s dark out there, friends, and not just because the lights don’t work.

But what’s the point of retreading all of this old news as we wash down our morning anti-depressants with the first whiskey of the day? Well, at the outset of Ramaphosa’s presidency, most of the commentariat failed to grasp how difficult reform would actually be. It has come to pass that the clean-up operation has been met with an inevitable fight-back operation, one that has precipitated an all-or-nothing battle within the Congress.

On 9 May, following a useless billion-plus election-spending orgy that will secure for the ANC its sixth majority, the real war begins. It threatens to be the most dangerous this country has ever experienced.

For most of its long, busy history, the ANC has deftly managed competing ideologies and outlooks. Religious conservatives and communists occupied the same physical and political space; radicals and reactionaries broke bread without trying to break each other’s knee-caps. The Freedom Charter was an articulation of half a century of political kibitzing — regardless of one’s sensibilities, the 1957 document remains one of the finest of its kind ever crafted, even if many of its more radical propositions were muted following liberation.

About liberation… it never really works out for liberation parties. Fighting the evil Nazi apartheid fucks focused the mind. After the fall, and in the negotiated transition — which was meant to serve as the beginning of South African nationhood, not the end of it — something went haywire.

Sure, a whole bunch of apartheid hacks should have swung from trees. And yes, Whitey McWhiteface should have coughed up some of that sweet, sweet apartheid booty. But the outgoing authoritarian regime proved brilliant at securing its survival — in doing so, it tacitly backed those within the ANC committed to the terms of a Constitution that, among many other things, protected and entrenched minority rights.

There’s an entire political class in South Africa that insists the ANC “sold out”, as if uMkhonto weSizwe had a nuclear warhead aimed at the PW Botha’s favourite Tuynhuys braai grill, and failed to deploy because an Oppenheimer showered Mandela in diamonds. In fact, the settlement was negotiated in an atmosphere totally unfavourable to the incumbents. For one thing, the outgoing regime retained the monopoly of violence. For another, following the implosion of the Soviet Union, history had ended in the triumph of liberalism, and the ANC could find no international support for anything other than the creation of social democracy.

And so it was. Suddenly brandishing uncontested political power, the comity that was once a feature of the ANC became a bug — constitutionalism and rule of law stood in the way of those in the party that had no connections with the established white economic elite. As democracy wore on, that faction began suckling at the beneficent teats of national, provincial and municipal tenders, resulting in a demimonde of middle-men and fixers who hosed money back into the ANC. Like juiced-up steroid freaks in Hell’s gym, this sub-class believed that their biceps were real, which resulted in the Anyone-But-Mbeki lobby, and the inevitable ascension of Jacob Zuma and his merry band of grifters, conmen, and assassins.

In one corner, the Constitutionalists led symbolically (and now literally) by Cyril Ramaphosa and an oligarchy comprised of the ranking Sandtonteriat. In the other corner, the former Zuma faction, now led within the Congress by Secretary-General Ace Magashule, and by exiled Youth League leader, Julius Malema. Following a 25-year feeding frenzy, the state has been robbed bare, so there is no possibility of a negotiated outcome. The battle is zero-sum. And this is the simmering conflict that will break into full-blown war come 9 May, after another general election has laundered whatever the latest version of the ANC is into legitimacy.

Indeed, what to make of this latest campaign season? Even graded against the low bar set by elections elsewhere in the world, South Africa 2019 has been a horror show. Ramaphosa, proving once again that not everyone is a natural at this politics stuff, has stumbled at every turn. His team made the boneheaded mistake of holding a campaign photo-op in a train — he learned that rail travel in South Africa is, ahem, not on track, because the government has visited upon Prasa the usual combo of debt, mismanagement and pure sabotage.

His party’s electoral list is filled with Zuma-era ghouls like Nomvula Mokonyane, Malusi Gigaba and Mosebenzi Zwane. Ramaphosa’s son, Andile, recently admitted to earning R2-million in consultancy fees from the obesity-generating prison contractor Bosasa. News recently broke regarding two ANC mayors arrested for murdering political opponents.

The president’s current Cabinet could populate three seasons of a Netflix true-crime series. Watching Ramaphosa walk into walls has become a national pastime.

Meanwhile, his apologists point to the clean-up operations that are currently underway. In nearly 18 months, he has installed a new head at the National Prosecuting Authority, and a new helmsman at SARS.

Mazel tov to them both.

The Zondo and Nugent commissions have puked up supernaturally enormous troves of corruption — corruption that was beyond the imagination of even the most jaded among us.

But governments are not businesses, as Team Ramaphosa is slowly finding out: They are infinitely more complex than even the most whizzbang Silicon Valley tech monster. Eskom chief executive Jabu Mabuza, who has been running businesses since slightly before the advent of Great Zimbabwe, walked into the power utility and got his fancy hat blown off his head — insiders now admit that they had no clue how terrifyingly big the job would be.

While focusing on the double-dealing that defines the utility, the new management failed to grasp the extent of the destruction of the power plants themselves. Every aspect of the utility, down to the coffee makers, have been ruined by studied, deliberate neglect. This applies to every state-owned enterprise in the government’s mouldy portfolio.

What should be obvious is that Zuma broke South Africa almost completely. And what should be equally obvious is that, following his (alleged) purchase of the ANC leadership from Mpumalanga warlord David Mabuza during the 2018 ANC electoral conference, Ramaphosa had a short window to brutally purge the opposing faction. Instead, he vacillated, while his supporters promised that the bloodletting would come after the elections.

This was a terrible strategy. If you’re playing a long game, the one thing you need is time. But Ramaphosa doesn’t have much. After 9 May, he is completely vulnerable. DD Mabuza has entrenched himself in the deputy president position — he is biding his time, allowing the two factions to rip each other to pieces.

Despite a mudslide of bad press, Ace has learnt how to mute the noise and has a good portion of the ANC National Executive Committee behind him. He drafts the electoral lists, he kingmakes within the ANC, and he maintains an iron curtain of mulish contempt for due process. He becomes harder to dislodge by the day.

Meanwhile, Russian wet squads and other interested parties circle the dying Congress, standing by for a sign that shit is about to go pearshaped. The battle between Ace and Ramaphosa will be an epic, era-defining clash of competing non-ideologies. And on the sidelines, Julius Malema prepares to return to the fold. Allegedly.

And so the problem really couldn’t be more serious: A vote for the ANC is not a vote for Ramaphosa, but rather the endorsement of an internecine war of which he is just one of the combatants. His faction of technocrats has no natural constituency — Pravin Gordhan may be a god where expensive lattes are served, while Ace is widely loathed, but his brown paper bags are greatly appreciated. This is the world in microcosm: Moderates versus populists in a Battle Royale to the death.

A democracy where public life is made up of strife between political parties is incapable of preventing the formation of a party whose avowed aim is the overthrow of that democracy,” wrote the philosopher and mystic Simone Weill. Ja, but imagine a democracy where that strife happens inside one party, with no viable political opposition to challenge its unbreakable grasp of political power.

Ramaphosa has proved what we already knew: The ANC is incapable of preventing the formation of a faction whose avowed aim is the destruction of the constitutionalism that cost so many lives and so much treasure. The election is a red herring. South African democracy gets its truest test on 9 May. The ballot box has never counted for much in this country. The streets await. DM

จากกรณีผู้ใช้เฟซบุ๊คชื่อ “Spotlight Thailand” หรือ “โจ้ สปอตไลท์” ได้มีการเผยแพร่ภาพสด หลังได้รับการร้องเรียนจากประชาชน เกี่ยวกับการจัดงานปาร์ตี้ฉลองครบรอบ 50 ปี ให้กับแบร์นชื่อดัง ภายในร้านอาหาร Kudo Beach Club ถนนทวีวงษ์หาดป่าตอง เมื่อวันที่ 29 มี.ค.ที่ผ่านมา ว่ามีบริษัทอีเว้นท์รายหนึ่งมาเช่าพื้นที่จัดงานโดยมีการจ้าง นักร้องเพลงแร็พ หรือ แร็พเปอร์ หลายวงมาร่วมสร้างสีสัน โดยมีการปล่อยประละเลยให้กลุ่มเยาวชนอายุต่ำกว่า 20 ปีเข้าไปร่วมงาน และมีการดื่มเครื่องดื่มแอลกอฮอล์กันอย่างโจ่งแจ้ง ขณะเดียวกันก็พบว่ากลุ่มนักร้องที่ร่วมแสดงมีการมั่วสุมเสพยาเสพติด

จนมี 1 ในนักร้องที่ถูกระบุถึง คือ “ยังโอม” ที่ติดตามไลฟ์สดดังกล่าว ได้โพสต์ข้อความแสดงลักษณะท้าทาย เป็นภาษาอังกฤษว่า “Cacth me if you can” จนเกิดการตอบโต้ “Spotlight Thailand” หรือ “โจ้ สปอตไลท์” ตลอด 2 วันที่ผ่านมา พร้อมเรียกร้องให้หลายหน่วยงานที่เกี่ยวข้อง ทั้งเจ้าหน้าที่ตำรวจ ฝ่ายปกครอง จังหวัด ออกมาตรวจสอบข้อเท็จจริง และยังขอความร่วมมือสถานบันเทิงในจังหวัดภูเก็ตในการแบน หรือไม่สนับสนุนกลุ่มแร็พเปอร์กลุ่มนี้

ความคืบหน้าล่าสุด เมื่อเวลาประมาณ 20.00 น. วันที่ 31 มี.ค.62 ที่สภ.ป่าตอง อ.กะทู้ จ.ภูเก็ต นาย นิทัศน์ ประเสริฐเนติกุล ทนายความ และ เป็นตัวแทนร้าน Kudo Beach Club พร้อมด้วย ตัวแทนบริษัทออแกไนซ์ ซึ่งจัดงานดังกล่าว ได้เข้าพบพ.ต.อ.อโณทัย จินดามณี ผกก.สภ.ป่าตอง และ พนักงานสอบสวนเพื่อให้ข้อมูลรายละเอียดเบื้องต้นเกี่ยวกับการจัดงาน

พร้อมรับทราบข้อกล่าวหา หลังจากที่เจ้าหน้าที่ทำการตรวจสอบแล้วพบว่ามีการกระทำความผิด ไม่มีการขออนุญาตจัดงาน และปล่อยให้เด็กอายุตำว่า 20 ปี เข้าไปใช้บริการ โดยมี ร.ท.วัฒนชัย คล่องประดิษฐ์ หัวหน้าชุดปฏิบัติการรักษาความสงบเรียบร้อย กรมทหารราบที่ 25 (ชป.รส.ร.25) ร่วมรับฟัง

พ.ต.อ.อโณทัย กล่าวว่า จากเหตุการณ์ที่มีการเผยแพร่ภาพทางโซเชียลมีเดียนั้น ขณะนี้ทางเจ้าหน้าที่ได้รวบรวมหลักฐานก็ปรากฏชัดเจน ว่ามีการกระทำความผิดเกิดขึ้น ซึ่งร้าน Kudo Beach Club นั้นเดิมทีเป็นร้านอาการแบบโอเพ่นแอร์ เปิดโล่ง ใครก็สามารถเข้าไปใช้บริการ นั่งรับประทานอาหารได้ แต่ในคืนดังกล่าวนั้นมีการให้เช่าพื้นที่จัดงานอีเว้นท์ โดยเอาดีเจ นักร้องเข้ามาแสดงคอนเสิร์ตด้วย

เมื่อตรวจสอบหลักฐาน ซึ่งเป็นคลิปภายในงานแล้วพบว่ามีการกระทำความผิดจริง เนื่องจากมีเด็กอายุตำกว่า 20 ปี เข้ามา จึงได้เชิญตัวแทนร้าน Kudo Beach Club และบริษัทจัดงานอีเว้นท์มารับทราบข้อกล่าวหา โดยเบื้องต้นเป็นความผิดฐาน “เปิดสถานบริการโดยไม่ได้รับอนุญาต” กับ “ยินยอมให้เด็กหรือเยาวชน อายุต่ำกว่า 20 ปีเข้าใช้บริการ”

ในส่วนที่มีการพูดถึงว่ามีการมั่วสุมใช้ยาเสพติด นั้นทางเจ้าหน้าที่ยังไม่มีหลักฐานที่เป็นภาพหรือวีดีโอคลิป หรือหลักฐานอื่นๆที่ชัดเจน ที่สามารถแจ้งข้อกล่าวหากับผู้ใด ซึ่งหากใครมีหลักฐานสามารถส่งเข้ามา เจ้าหน้าที่ตำรวจก็พร้อมจะดำเนินการตามกฏหมายอย่างเต็มที่ ในขณะนี้เจ้าหน้าที่มีเพียงหลักฐานที่เด็กเยาวชนเข้ามาใช้บริการในร้านเท่านั้น จึงจะดำเนินการในส่วนที่มีความผิดชัดเจนกับทั้ง ผู้ให้เช่าพื้นที่ และผู้เช่า

ทั้งนี้ที่ผ่านมาเจ้าหน้าที่ตำรวจได้ร่วมกับเจ้าหน้าที่ทหาร ฝ่ายปกครอง ในการตรวจตราดูแลไม่ให้เกิดการกระทำความผิดในลักษณะนี้ แต่ในครั้งนี้นั้นเชื่อว่าเกิดจากความไม่เข้าใจของผู้ประกอบการเจ้าของพื้นที่และผู้จัดอีเว้นท์ ที่บางครั้งอาจจะคิดว่าการเป็นร้านอาหารจึงไม่ต้องขออนุญาตเหมือนสถานบันเทิง แต่ความเป็นจริงถึงแม้จะเป็นร้านอาหารแต่เมื่อมีการจัดงานลักษณะดังกล่าว มีการเปิดเพลง หรือมีการจัดคอนเสิร์ตก็ต้องมีการขออนุญาตให้ถูกต้องทุกครั้ง และต้องช่วยดูแลไม่ให้มีเด็กและเยาวชนเข้าไปใช้บริการ

หากมีการรับแจ้งเจ้าหน้าที่ก็พร้อมจะเข้าดำเนินการตรวจสอบใบอนุญาต และการปัสสาวะหาสารเสพติด ซึ่งที่ผ่านมาเจ้าหน้าที่ก็ดำเนินการสุ่มตรวจอยู่อย่างเข้มข้นและต่อเนื่อง จากสถิติจะพบว่าปัญหายาเสพติดในสถานบันเทิงในพื้นที่ป่าตองมีน้อยมาก

Zondo fumes as One-day Cup final is ‘ruined’ by poor umpiring – The Citizen


Dolphins captain Khaya Zondo on Sunday left no doubt that he and his team believe they were shafted by the umpires in the Momentum One-day Cup final which they lost by 135 runs to the Titans at Centurion.

The Titans top-three all survived extremely close lbw shouts as they set about laying the platform for the Aiden Markram century that took the home side to an imposing 356 for five after they had been sent in to bat.

The faltering Dolphins chase then suffered terminal blows when Zondo himself was given out lbw for one when he inside-edged the ball, Andile Phehlukwayo’s threatening innings of 43 and his partnership of 92 with Dane Vilas was ended when he suffered the same fate, and Sibonelo Makhanya was then adjudged to be run out by the TV umpire despite the wicketkeeper disturbing the stumps before the direct hit.

“There were 22 very good cricketers out there, but I think the umpires ruined the final for us. Against good teams, you’ve got to get their top-order batsmen out early and you can’t afford to have to get them out twice each, especially if three of your batsmen are then given out when they shouldn’t have been out. I don’t mind losing but it’s about how you lose.

“Their batsmen played the situation well, but if two of those decisions had gone our way then they would have been under pressure and who knows what would have happened. In our innings, the Titans don’t really have a fifth bowler but with Dean Elgar and Markram being able to bowl to the tail, it worked out for them. Basically we had six bad decisions against us,” Zondo said after the game.

Titans captain Elgar agreed that it was a pity that a much-hyped game like a final was marred by the poor umpiring of Shaun George, Adrian Holdstock and Bongani Jele.

“The umpiring has been great until the final, we’ve never had a bad game this season, so it’s just unfortunate that it happened in the final. But the umpires are not machines, they are allowed to make mistakes as well, although it’s a bit disappointing they didn’t have their best game in the final, but that’s cricket,” Elgar said.

Titans coach Mark Boucher added that he believed the same video review system used in internationals should be utilised in domestic finals.

“I would recommend using technology in these big games just to eliminate the mistakes. It’s difficult for me to comment because I could get in trouble, but the umpires did not have a good game. But I don’t think it detracts from our victory because the Dolphins would still have needed a couple of very special knocks to chase more than 350,” Boucher said.
